Put on your DP, drive to a muffler shop. Have them just spot weld in the area of your broken bolt. Hopefully, this will maintain enough seal. Welding can always be ground off. I would consider this only IF your drilling does not work. Drilling would be my first choice as others have advised you on already. Let us know how it turns out. BTW, don't forget to clear out any shavings that may end up in the turbo housing.
